Remembering the late Bishop Moses Tay

7th Bishop of Singapore and the 1st Archbishop of the PSEA

Remembering Bp Moses Tay (1)

The Diocese of Singapore remembers with thanksgiving the late Right Revd Dr Moses Tay Leng Kong, 7th Bishop of Singapore and the first Archbishop of the Province of the Anglican Church in South East Asia, who was called home to be with the Lord on 24 September 2026.

Bishop Moses brought to the episcopate a strong evangelical and charismatic outlook, with a clear emphasis on the work of the Holy Spirit, discipleship and the active participation of the laity in ministry. During his years as Bishop, the Diocese saw significant development in lay formation and ministry, as more members were equipped to serve, lead and take greater responsibility in the life and mission of the Church.

A medical doctor by profession, Bishop Moses was ordained deacon in 1977 and priest in 1978 while continuing his medical career. In October 1982, while serving as Director of Tan Tock Seng Hospital, he was consecrated as the 7th Bishop of Singapore.

Under his leadership, the Diocese increasingly looked beyond Singapore in obedience to the Great Commission. Mission work across the region grew during his episcopate, including the beginnings of our work in Nepal. This outward missionary vision helped shape the Diocese’s continuing responsibility for mission and church-planting beyond Singapore.

Bishop Moses also gave serious attention to the organisation and administration of the Diocese. He restructured and strengthened the Diocesan Administration so that it could better support the growing work and responsibilities of the Diocese. His episcopate therefore strengthened both the ministry of the parishes and the structures needed to support them.

He also played an important part in the formation of the Province of the Anglican Church in South East Asia and, in February 1996, became its first Archbishop. In the wider Anglican Communion, Bishop Moses was a strong and prominent voice for the authority of Scripture and for faithfulness to biblical teaching.

Bishop Moses retired in 2000 after 18 years as Bishop of Singapore. His leadership left a deep and lasting imprint on both the Diocese and the Province. Much of what we have today was built on foundations that he helped to lay — in mission, lay formation, diocesan administration and the life of the Province.

The Diocese gives thanks to God for Bishop Moses, for his faithful service and for the legacy he leaves to the Diocese of Singapore and the Province of the Anglican Church in South East Asia.
